Health Alert: Romania, Extension of State of Emergency for Additional 30 Days

Today, Romanian President Klaus Iohannis officially announced an extension of Romania’s state of emergency for 30 additional days from April 15, which Parliament is expected to vote to confirm on April 16.  Accordingly, he urged residents to stay home and indicated the government would develop corresponding measures.  The President’s official decree can be read here.

Going forward, U.S. Embassy Bucharest plans to issue messages to U.S. citizens in Romania on a weekly basis, unless new or relevant information warrants a message sooner.

U.S. citizens who remain in Romania are encouraged to monitor all security alerts from the U.S. Embassy and obey all ordinances currently put in place by the Romanian government.  This includes utilizing the Ministry of Interior’s personal and employment declaration forms when traveling outside of the home.  Both forms, as well as the latest information about military ordinances, may be found on the Ministry of Interior’s website here. 

The Centers for Disease Control (CDC) recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies) especially in areas of significant community-based transmission.  The most recent CDC guidance is here.  In addition, the Romanian government continues to urge the use of face coverings outside homes and offices.

Commercial flights remain suspended through April 20 to and from most European connections (United Kingdom, France, Germany, Netherlands, Austria, Switzerland, Belgium) as well as Turkey.  TAROM suspended international and domestic service through May 1.  Wizz Air still operates flights to Lisbon, Malmo, Stockholm, and Oslo.  Qatar Airways has a planned flight from Bucharest to Doha on Thursday, April 16 which may then permit connection to Chicago O’Hare airport.  Additional one-time flights are available when demand is sufficient to support a flight, but they occur with little to no notice.  The U.S. government does not anticipate arranging repatriation flights in Romania at this time.

Actions to Take: 

• Reschedule your appointments with the American Citizen Services section at U.S. Embassy Bucharest, unless you have an emergency.
• Arrange for immediate return to the United States, unless you are prepared to remain abroad for an indefinite period. 
• Visit the Otopeni “Henri Coanda” International Airport website for a schedule of departing flights and check with airlines for updated information about your travel plans.
• Enroll in the Smart Traveler Enrollment Program (STEP) to receive Alerts and to ensure you can be located in an emergency. 
• Consult the CDC website for the most up-to-date information and the CDC’s latest recommendations on what you can do to reduce your risk of contracting COVID-19.
