The Government of Romania (GOR) issued Military Ordinance 9 on April 16th. A Romanian language version of the ordinance is here:  https://www.mai.gov.ro/wp-content/uploads/2019/01/OM-9.pdf  This ordinance extends the suspension of flights between Romania, UK, Northern Ireland, U.S., Belgium, Netherlands, Turkey, Iran, Italy, France, Germany.  During the state of emergency, food markets remain open and their managers shall see that protection measures concerning the use of gloves, masks and social distancing are enforced inside the market and outside near the entrance.  When announcing the new ordinance, the Interior Minister emphasized that diaspora returning to Romania will be placed in supervised quarantine. 

Commercial flights remain suspended through May 3rd to and from most European connections (United Kingdom, France, Germany, Netherlands, Austria, Switzerland, Belgium) as well as Turkey.  TAROM suspended international and domestic service through May 1.  Wizz Air still operates flights to Lisbon, Malmo, Stockholm, and Oslo.  Additional one-time flights are available when demand is sufficient to support a flight but they occur with little to no notice.
