Voters in Seychelles returned to the polls on Thursday for a run-off between the incumbent president and the leader of the longtime governing party, which has already reclaimed a majority in parliament.

The Seychelles archipelago declared a state of emergency on Thursday and invited its residents to stay at home after an explosion in an explosives warehouse and flooding, according to a press release from the presidency.

Seychelles has maintained its top ranking for the sub-Saharan African region in the Transparency International Corruption Perceptions Index (CPI) released on Tuesday.
