U.S. citizens sheltering-in-place should be prepared to remain abroad for an indefinite period. For the provision of medical care, food, shelter, or other needs, you will need to rely on the Paraguayan system.
Upcoming flight opportunities to depart Paraguay:
- On August 10, 2020 LATAM in cooperation with local travel agencies Maral Turismo and CMP, plan to offer a flight from Asuncion to Sao Paulo, where there may still be connecting flights to the United States. The flight will depart Asuncion at 13:30 and arrive in Sao Paolo at 17:00. Ticket price is $395. U.S. citizens may transit but not enter Brazil.
- On August 13, 2020 Eastern Airlines will offer a direct flight to Miami. Ticket price is $600. Tickets may be purchased directly from Eastern Airlines at www.goeasternair.com. Pets may travel for a fee. One checked-bag is included up to 70 lbs (31 kg). Extra baggage may be purchased.
- These charter flights are operated by commercial companies and remain available subject to Paraguayan government permissions and ability to meet minimum passenger loads.
Country-Specific Information:
- Paraguay has confirmed cases of COVID-19 within its borders. The Paraguayan Ministry of Health states there is community transmission of the virus. The Paraguayan Ministry of Health website has information on how to protect yourself from COVID-19 and maintains a case counter.
- The Consular Section at the U.S. Embassy in Asuncion, Paraguay has resumed some emergency and mission critical services. Persons who need emergency consular services should visit the Visas and U.S. Citizen services pages for instructions on requesting an appointment.
Entry and Exit Requirements:
- The Paraguayan government has closed all international borders to travel. Commercial flights have been suspended at all Paraguayan airports until further notice, with limited exceptions for repatriation flights. Non-residents of Paraguay are not permitted to transit the airport in Asuncion.
- Paraguayan Immigration (Migraciones) has temporarily extended the period of lawful status in Paraguay for visitors or temporary residents in Paraguay whose visas or other travel authorizations expired on March 13, 2020 or later. This administrative action is due to the closure of some government facilities which has prevented foreign visitors to Paraguay from applying for an extension of their lawful status. Quarantine Information:
- On July 19, the government of Paraguay extended Phase 3 of the Intelligent Quarantine Plan in Asuncion and the departments of Central and Alto Parana until August 9. The rest of the country has moved to Phase 4 until August 16. On July 29, the Ministry of Health announced that Alto Parana would revert to total quarantine based on the increase in cases in that department.

- The Paraguay government has publicly announced that Phase 3 or 4 measures may be reversed if there is an increase in COVID-19 cases.
- Curfew is from 23:00 to 05:00 from Sundays to Thursdays, and from 00:00 to 5:00 from Friday to Saturday.
- The Paraguayan government has authorized up to four persons to travel together in private cars and SUVs and two persons by motorcycle.
- The Government of Paraguay requires all persons arriving to Paraguay to remain in isolation at a government facility or designated hotel for 14 days and submit to a COVID-19 test, regardless of whether symptoms are present. - The Minister of Education has announced in-person classes will be suspended until December 2020.
- The Paraguayan government recommend the wearing of a face mask when in public, and requires it during visits to supermarkets, stores, pharmacies, gas stations, or any other place where people gather. All travelers must wear a mask to board public buses.
