Security Alert: Port Moresby (Papua New Guinea), Widespread Looting in the National Capital District Appears to Have Ended the Evening of January 10

Location: Papua New Guinea

Event: Widespread looting in the National Capital District that followed January 10 demonstrations by civil servants appears to have ended the evening of January 10.  Members of the Royal Papua New Guinea Constabulary (RPNGC) have returned to work, enforcing the law, assisted by members of the Papua New Guinea Defense Force.

However, tensions remain high – the relative calm can change at a moment’s notice.  In addition, the Embassy has received unconfirmed reports of looting and rioting in Lae, Mt. Hagen, and Kokopo.

U.S. government personnel are strongly discouraged from any nonessential travel or movements.  Many local businesses are damaged, including fuel stations and grocery stores, and may not be operating.  For the businesses that are open, there could be large, unpredictable crowds with tense and unsettled atmosphere.

Actions to Take:

  • Avoid all non-essential travel, conserve fuel.
  • Exercise caution if unexpectedly in the vicinity of large gatherings of people.
  • Monitor local media for updates.
  • Keep a low profile.
  • Keep your cellphone charged.
  • Assess food and water stocks.  Determine if you have enough supplies to last until business returns to normal.
  • Avoid crowds and demonstrations.
  • Notify friends and family of your safety.
  • Be aware of your surroundings.
  • Be vigilant when visiting banks or ATMs.
  • Do not display signs of wealth, such as wearing expensive jewelry or watches.
  • Avoid walking or driving at night.
  • Do not physically resist any robbery attempt.
  • Review your personal security plans.
