Security Alert: Hong Kong, Cannabidiol (CBD) Criminalized

On Wednesday, February 1, 2023, Hong Kong banned products containing cannabidiol, also known as CBD.  Possession of products containing CBD is now punishable by up to seven years in prison plus significant fines. The trafficking and manufacturing of CBD products could result in a life prison sentence.  Travelers who enter Hong Kong in possession of CBD products may be arrested upon arrival.  We advise U.S. citizens traveling to Hong Kong to carefully review the items in their luggage – including oils, lotions, supplements, and cosmetics – to ensure they do not bring products containing CBD into Hong Kong.

Actions to Take:

• • Do not bring products containing CBD into Hong Kong.
  • Contact the U.S. Consulate General in Hong Kong and Macau if you are arrested or detained for possession of products containing CBD.
  • Carefully review the items you’re bringing with you to Hong Kong to make sure they don’t contain CBD.
  • Enroll in the Smart Traveler Enrollment Program (STEP) to receive alerts.
  • Visit the Hong Kong Narcotics Division’s dedicated webpage on CBD products in Hong Kong.
  • For additional information about CBD, visit the U.S. Centers for Disease Control and prevention website.
  • Review the U.S. Department of Agriculture report on the CBD product ban in Hong Kong.
