Security Alert: Tbilisi (Georgia), Protest Zone Restrictions in Effect for U.S. Embassy Employees

Event: Large demonstrations are expected to continue in Tbilisi and other cities around Georgia. Due to the potential for violence between protestors and law enforcement - which has recently included the use of projectiles, chemical irritants, explosives, and incendiary devices - U.S.-citizen Embassy Tbilisi staff are required to avoid the area outlined in red in the map below from 1800-0700.  The use of hotels for embassy and temporary duty staff members in this area is also restricted. Finally, U.S.-citizen Embassy Tbilisi staff are also required to avoid all protest areas in Tbilisi, regardless of location. Significant traffic disruptions will likely occur as a result of protests in and around Tbilisi. We will update the U.S. citizen public when these restrictions are lifted.

We remind you that large crowds can be unpredictable. Confrontations and violence between event attendees, counter demonstrators, and police can occur with little or no warning. U.S. citizens have recently been detained, arrested, and/or suffered injuries as a result of participation in protests. We recommend all U.S. citizens exercise caution around protests and leave the area if you find yourself near a protest.

Actions to Take:

  • Avoid the area.
  • Monitor local media for updates.
  • Keep a low profile.
  • Avoid demonstrations.
  • Be aware of your surroundings.
  • Review your personal security plans.
