Security Alert: Brazzaville (Republic of Congo), Security Forces Launch Operation Against Gang Members

Security Alert – Reports of Lethal Force by Congolese Security Forces Against Suspected Gang Members in Brazzaville – U.S. Embassy (Brazzaville, Republic of the Congo) (October 3, 2025) 

Location: Brazzaville and surrounding communities

Event: The U.S. Embassy is aware of reports that Congolese government security forces recently launched a targeted operation against suspected gang members – commonly referred to as “Kuluna” or “Bebes Noirs” – in Brazzaville.  U.S. citizens in the Republic of Congo are encouraged to exercise increased caution to avoid any perception of involvement in gang-related actives.

Actions to Take:

  • Avoid government security activity, refrain from photographing government personnel, buildings, or activities, and to be wary of clicking on digital media links sent from unknown senders.
  • Carry proper identification, including your U.S. passport with a valid Congolese visa
  • Avoid areas of any law enforcement or security activity
  • Refrain from photographing government personnel, buildings, or activities
  • Monitor local media for updates
  • Avoid crowds
  • Be aware of your surroundings
  • Keep a low profile
