Security Alert: Manila (Philippines), Large-Scale Protests Scheduled for November 30

U.S. Embassy Manila, Philippines

U.S. Consular Agency Cebu, Philippines

November 28, 2025

Demonstration Alert – Large-Scale Anti-Corruption Protests

Location: EDSA People Power Monument in Quezon City and Rizal (Luneta) Park in Manila.

Event: Large-Scale Anti-Corruption Protests Scheduled in Metro Manila – November 30

Two rallies are scheduled for Sunday, November 30, 2025. The first will take place at the EDSA People Power Monument in Quezon City with approximately 100,000 expected attendees. The second rally will occur at Luneta Park, situated 500 meters from the Embassy Compound and four kilometers from the Seafront Compound. Police estimate 5,000 will attend.

In addition to these two main events, simultaneous demonstrations are planned across 29 locations throughout Luzon, Visayas, and Mindanao. The Embassy encourages U.S. citizens to follow local news for information about possible protest activity in your area.

Actions to Take:

  • U.S. citizens should avoid the rallies, as even peaceful rallies/demonstrations have the potential to turn violent without warning. Foreign nationals found engaging in a protest or mass demonstration could be considered in violation of their immigration status.
  • Follow local media and government sources for updates on possible disruptions and re-routing schemes as heavy traffic congestion and road closures are expected near protest venues.
  • Follow instructions from local authorities.
  •      Exercise caution when in the vicinity of any large gatherings.
