Message for U.S. Citizens: Travel to Brazil During COP30

Location:  Belém, Brazil 

Event:  The 2025 United Nations Climate Change Conference, known as COP30, will take place in Belém, Brazil, from November 6 to November 21, 2025.  U.S. citizens should prepare for logistical challenges due to the anticipated large number of attendees, road closures, and increased law enforcement measures. Expect protests that may further disrupt mobility. The U.S. Embassy and Consulates have limited ability to provide services in Belém, so it is important that U.S. citizens remain vigilant, follow instructions from local authorities, and take these important steps:

  • Sign up for the State Department’s Smart Traveler Enrollment Program  (STEP) to receive security notices and to help us contact you in an emergency.
  • Review the U.S. Department of State’s Worldwide Caution , which advises U.S. citizens of the potential for demonstrations against U.S. citizens and interests worldwide.
  • Review the Travel Advisory for Brazil,  which currently stands at Level 2: Exercise Increased Caution due to crime and kidnapping.
  • Comply with Brazil’s entry, exit, and visa requirements .
    • UN-registered participants in COP30 should obtain a COP30 Special Visa, free of charge, before traveling to Brazil.  Additional information is available from the COP30 Registration Website.   
    • U.S. citizens traveling to Brazil without registered participation in COP30 must apply for a regular e-visa before travel by following these instructions U.S. citizens who arrive in Brazil without a valid visa will be unable to enter the country. The U.S. Embassy and Consulates cannot assist with Brazilian visa issues.
  • Keep copies of your passport and Brazilian visa with you, separate from the originals, and consider leaving copies with a trusted friend or family member.
  • Carefully review the State Department’s Country Information Page for Brazil , which provides information regarding health services available in Brazil.  U.S. citizens should review their health insurance to ensure coverage in Brazil and for medical evacuation.
  • Review the COP30 official website  to learn more about the event, lodging, transportation, Belem’s airport, and related services.

 

Actions to Take: 

  • Maintain a high level of vigilance, especially in popular public areas.
  • Avoid crowds and demonstrations. 
  • Monitor local media for updates. 
  • Be aware of traffic disruptions. 
  • Plan alternate routes. 
  • Notify friends and family of your whereabouts and safety.
