Security Alert: Caution Issued by the Republic of Korea for Large Public Event at Gwanghwamun Square, Seoul (March 21, 2026)

Location: Gwanghwamun Square, Seoul, Republic of Korea

Event: A large-scale public concert is scheduled to take place at Gwanghwamun Square on Saturday, March 21, 2026, from 8 to 9 PM, Korea Standard Time.  Gwanghwamun Square is located directly in front of Gyeongbokgung Palace, just north of the U.S. Embassy’s Chancery building, along Sejong-daero. The event may draw upwards of 250,000 spectators, resulting in enhanced security, road closures, and impacts to public transportation in central Seoul. The Republic of Korea has issued a “caution” level crisis alert, classifying the event as increasing the risk of a “Mass Gathering Crowd Disaster.”

Impact:

  • Republic of Korea “Caution” Level Crisis Alert: The Ministry of Interior and Safety has issued a “Caution” level crisis alert due to an increased risk for a “Mass Gathering Crowd Disaster” at the March 21 event. A “Caution” level crisis alert is declared when there is an increased risk of an incident, prompting enhanced safety inspections and preventive measures. A significant police force will be present to “maintain order, ensuring security and counter-terrorism activities.”
  • Road Closures: The Seoul Metropolitan Government has announced road closures for Sejong-daero starting at 6 PM on Friday, March 20, and continuing into the morning of Sunday, March 22. Additional road closures and traffic restrictions may be implemented in the surrounding area, including near the U.S. Embassy.
  • Public Transportation: City Hall (lines 1 and 2), Gyeongbukgung (line 3), and Gwanghwamun (line 5) stations will be closed during the afternoon and evening of Saturday, March 21. Some bus routes serving Gwanghwamun Square will be rerouted or suspended during the event.

Actions to Take:

  • Exercise increased caution and identify alternate escape routes. Remain aware of your surroundings, especially if you must be in the vicinity of any large crowds, gatherings, protests, or rallies. Events and mass gatherings intended to be peaceful can turn confrontational and escalate into violence or become dangerous due to overcrowded conditions.
  • Monitor local media and the Seoul Metropolitan Government’s official event website (https://english.seoul.go.kr/welcome2026 ) for the latest information on road closures, public transportation changes, and event updates.
  • Follow instructions from local authorities and event organizers.
  • Keep your travel documents and valuables secure.
  • Ensure your mobile phone is charged and operational in case of emergency.

Embassy Operations: 

The consular section at the U.S. Embassy in Seoul will remain available for emergency consular assistance on Friday, March 20, 2026.  U.S. citizens should anticipate difficulties traveling to the Embassy on Friday, March 20, 2026, due to event preparations and enhanced security.
