ANSO Incident Report: Baghlan Province Explosion

The Afghanistan NGO Safety Office (ANSO) reported the following: 

Location: North-Eastern Region - Baghlan province, Baghlan-e-Jadid district. 

Incident type: IED explosion

Date/Time of incident: 07 July 2006, Approx 1100hrs.

Report status: Confirmed

Information: 

Reports received indicate that an improvised explosive device (IED) detonated on the main road connecting Baghlan to Kunduz, in the vicinity of Tarakhail area, Baghlan-e-Jadid district center. The IED was possibly placed in a bicycle that was placed at the roadside which subsequently was detonated when an Afghan National Police (ANP) vehicle was passing the area. No fatalities or injuries were reported.

Arrest: None

Assessment

The Baghlan - Kunduz main road is considered as an insecure/ problematic road due to the presence of alleged anti-government elements in the area. It is also considered as prime target area due to movement of high value and primary targets (National and International military/police forces). Similar incidents have been reported from this district in the recent past.

Advisory: 

In light of the type of incidents/ method of attack in the area (selecting targets according to their visibility/ profile), NGOs are advised to stay in low profile (possibly remove all insignia from the office vehicles) and keep a distance from National and International military/police forces, vehicles and convoys as they have been the primary targets.
